Job Description
Title: State Program Manager, Jharkhand Location: Ranchi Reports to: Program Director Employment Status: Full Time Last update: 24th December 2021 Since 1979, Trickle Up has been enabling extremely poor people to build resilient livelihoods and emerge from the cycle of poverty adopting graduation approach. We target those who are most socioeconomically excluded across Asia, Africa, and the Americas- women, youth, people with disabilities, indigenous people, refugees, and other vulnerable groups who live beyond the reach of most social services and development programs. We drive large-scale change for these populations by partnering with governments, global institutions, and local organizations. In FY19, we reached 170,000 people across 19 countries. We have been registered and operating in India since 2005; our current footprint is focused on Jharkhand and Odisha States, where we reached 129,000 people in FY19. Reporting to the Programme Director, the State Program Manager leads Trickle Up’s efforts within a priority state to scale Trickle Up’s evidence-based approach to graduating people out of ultra-poverty and contribute to Trickle Up’s continuous programme innovation efforts. We are seeking a highly motivated development professional with significant expertise in livelihood development for vulnerable populations, government partnerships, and training and managing partners. This position offers a unique opportunity to play a critical role in enabling a state government, grassroots organizations, and other partners to scale a proven programmatic approach. Principal functions Programme Management
- Facilitate and lead a state-wide strategy to scale Trickle Up’s approach to graduating vulnerable populations out of ultra-poverty in line with the MoU between Trickle Up & Jharkhand State Livelihood Promotion Society (JSLPS)
- Manage the successful execution of complex, multi-stakeholder projects in compliance with requirements, regulations, and good practices.
- Support the work of Trickle Up’s alliance of grassroots partner organizations through training and ongoing coaching to build the capacity of partner employees to plan, manage, execute, and learn from programmes.
- Facilitate and lead the capacity-building of government and non-profit organizations on programme management and thematic areas including ultra-poverty, livelihood development, financial inclusion, convergence with government initiatives, gender justice, and people with disabilities.
- Contribute to the development of monitoring and evaluation systems and lead their state-level implementation.
- Manage all grants funding state-level projects.
- Regularly communicate programme progress, results, and lessons learned to colleagues, partner organizations, and donors to support organizational learning and external representation.
Strategy Development
- Mapping the possibilities and present situation in the state of Odisha and designing a program strategy to further engage with different stakeholders in order to expand program scalability.
- Developing SOP for intervention of approved strategy within the state with the help of partners.
- Building Capacity of local partners in order to execute the program strategy in the state.
Partnership Development
- Develop and steward state-level strategic partnerships with government ministries, grassroots organizations, donors, and other actors to leverage funding and expertise to increase the quality and scale of Trickle Up’s work.
- Build the visibility of Trickle Up and identify new opportunities for partnership through representation in technical forums, working groups, and other forums.
- Advise key stakeholders at the National, State and District levels on good practices for graduating people out of ultra-poverty.
Programme Innovation
- Contribute to the design of innovative, evidence-based programs that enable people to graduate out of ultra-poverty and contribute to the sector’s knowledge base.
- Contribute to the development of compelling proposals to support the organization’s fundraising and partnership efforts.
- Lead the institutionalization of state-level programmatic expertise into training materials relevant and accessible to Trickle Up’s global efforts.
- Contribute to the development of research objectives and partnerships to produce rigorous, actionable research for Trickle Up and strategic partners.
- Utilize monitoring and evaluation data and lessons learned to inform adaptive management of programmes
Program Intervention
- Lead facilitation of programs in the state to scale Trickle Up’s approach to graduating vulnerable populations out of ultra-poverty.

- Contribute to the development of monitoring and evaluation systems and lead their state-level implementation.
- Regularly communicate program progress, results, and lessons learned to colleagues, partner organizations, and donors to support organizational learning and external representation.
Program Design & Business Development
- Inform the Senior Management team about any grant opportunities in the state of Jharkhand from Corporates, Govt. agencies and institutional donors.
- Support the Program Director in developing innovative, and effective ideation and concept notes, donor proposals and program reports.
Training and Capacity Building:
- Facilitate and lead the capacity-building of government and non-profit organizations on program management and thematic areas including ultra-poverty, livelihood development, financial inclusion, convergence with government initiatives, health access of rural women, legal rights, gender justice, and people with disabilities.
- Build coaching models across programs and monitor the progress of project participants based on the coaching provided.
- Support development of training and knowledge tools for improvising coaching in the intervention community with focus on areas of WaSH, Gender Empowerment and other indicators followed by Trickle Up for wellbeing of life.
Others: Any other task assigned by the Asia Regional Director/ Program Director/ Director of Operations. Qualifications Academic:
- Post-graduation or equivalent in Social Work/Sociology/Rural Development
Working Experience:
- Demonstrated 10 years Program Management experience at field level working with field-based staff to ensure timely and quality program facilitation for international NGO;
- Overall experience managing livelihood and/or gender focused programs working in partnership with local NGOs and/or CBOs.
- Knowledge on Micro Enterprise development, management and marketing would be an added advantage.
- Experience working in partnership with government and state/national level entities (e.g. NRLM)
- Proven experience of handling projects involving linkages with industries, NGOs, National/State/ local organizations and government;
Others:

- Prior experience working in teams in a leadership role.
- Prior experience working in Odisha
- Experience with training highly desirable.
- Ability to travel frequently within the country.

Knowledge and skills
- Strong writing and verbal skills in English and Hindi and exemplary communication skills.
- Skills in data analysis (quantitative and qualitative), and ensuring data quality, integrity and efficiency of collection.
- Skills in designing and implementing monitoring and evaluation systems, and distilling findings and learning for a range of audiences.
- Knowledge on Micro Enterprise development, management and marketing
- Knowledge of digital approaches of program monitoring and evaluation.

TRAVEL Requirements Must be able to travel domestically at least 50% of the time to remote areas, at short notice.
