Brief on the Organization:
The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders.
Public Health Foundation of India’s (PHFI) through the “NACO-PHFI-TSU” project is managing Technical Support Units – (TSUs) in five states of India namely Gujarat, Jharkhand, Rajasthan, Uttar Pradesh and Uttarakhand. The TSUs will provide technical assistance to the State AIDS Control Societies. The project has been awarded to PHFI by the National AIDS Control Organization (NACO).
- Assist SACS by strengthening the M&E systems of the TI partners to ensure 100% compliance and reporting to SACS and NACO.
- Ensure data quality of TI CMIS data and feedback sent to TIs for rectification and corrections, if required.
- Analyse the TI data on a monthly basis and share the feedback with TSU, SACS and project officers.
- Strengthen the quality of data through supportive supervision and monitoring visit to the TIs (around 7 days on the field each month) and build the capacities of the TI project team for in-house analysis and strengthen the M&E/MIS system at the TI level.
- Strengthen the TIs in using the data for program planning and service delivery.
- Maintain and analyse TI and HRG– wise monitoring indicators
- Assist TL-in CMIS data analysis and HRG profiling
- Documentation and dissemination of best practices.
- Provide Project Reports/ Comparative Analysis as and when required
- Any other task as assigned by the Supervisor/Project Director.
- Master degree in population sciences or social sciences or in similar field.
- Around 3 years of relevant Monitoring & Evaluation work experience, preferably with an international development organization or donor.
- Experience in HIV field/ working with NACO/ SACS/ TSU will be preferred.
- Experience in designing and implementing monitoring and evaluation plans for large scale projects.
- Familiarity with results based management concepts and tools.
- Conversant with data analysis software such as SPSS, EPI Info etc.
- Excellent communication skills; ability to work effectively in a multi-cultural work setting
- Proficiency in Microsoft office
- Strong analytical and negotiation skills
- Must be precise, and capable of working with tight deadlines.
- Excellent knowledge of local language and English (Speaking, Reading and Writing)
- Willingness to travel extensively.
