Location – Kolhan & Palamu Region (East Singhbhum, West Singhbhum, Saraikela, Palamu, Latehar & Garhwa)

Reporting to – State Project Manager (SPM), AHANA, Jharkhand.

Qualification – Post Graduate degree in social science, rural development/management, public health (MPH) or related discipline.

Expected travel

· All districts under the PO need to be visited in a month.

· PO visit plan to be approved by PM (SR) and it will be shared with JD-Health and DPMNHM of all the districts assigned.

· 80% of the working days in a month need to be spent for field visits in all project districts balancing both home and outside districts according the requirement.

Competencies

i. Project Officer (PO) is overall responsible for management of PPTCT activities in project districts both public and private sector

ii. The PO will work under the guidance of state project unit (PM, MEO, AAO) of SR.

iii. The PO will be responsible for Public sector performance reporting at the district level under the guidance of M&E officer

iv. The PO will have admin control of the private sector reporting arrangement and be responsible for SIMS update of the private sector performance under the guidance of M&E officer

v. The PO will prepare the monthly progress report and submit it to the M&E officer.

vi. PO will carry out the mapping and assessment of private sector health facilities.

vii. PO will explore the options of engaging private health facilities under appropriate model of NACP according to private health facility convenient

viii. PO will register a health facility under the private sector reporting arrangement, and follow up for regular reporting

ix. The PO will support the Field Officer (FO) in doing the situation assessment of the PPTCT program in each district using the format shared by PMU. The situation assessment will cover both public and private sector. The PO will compile the same for his area (6 districts). S/He will update the assessment format every 6 months.

x. PO to ensure that AHANA performance review is included as part of the agenda of the District Health Society Meetings. S/he need to attend at least one DHS meeting in a quarter in the outside districts and all in home districts. PO to follow up on the action points discussed during district review meeting and update PM (SR) on developments periodically.

xi. PO will guide FO to follow up all the HIV positive pregnant women.

xii. PO will guide FO to follow up all the HIV exposed infants for EID testing and follow up till 18 months

xiii. PO will be the responsible for updating and maintaining the Client Line List at the district level based on the CETC card

xiv. PO will be responsible for PALS update at the ICTC level

xv. PO to have a plan and ensure follow up all identified HIV Positive Pregnant Women (HPPW) and HIV exposed infants in her/his area with cascade of PPTCT services

xvi. PO to meet the ICTC/PPTCT counsellors to discuss about the positive line list, follow up plan of HPPW and SIMS and PALS reporting updates.

Experience

i. Experience: At least 5 years of experience related to Programme implementation preferably in the public health and HIV fields with progressively increasing responsibility includes conducting training needs assessments etc.

ii. Demonstrated experience in supervising, managing and developing staff. Required rigorous Field Visit for on-site hand holding Support to District Team. Ability to prioritise a varied workload, manage time and meet deadlines with good interpersonal and communication skills.

iii. Familiar with Global Fund Programme indicators and reporting requirements. Excellent, reporting writing, analytical and oral presentation skills. Experience in knowledge management and dissemination of research findings.

Job Description

Advocacy

· PO will support District health administration to organise District Advisory Committee (DAC) meeting with active involvement of private sector

· PO to advocate and ensure that 3 components of PPTCT are in place (i. Trained Human resources, ii. Infrastructure for diagnosis & treatment, iii. Reporting system)

· Advocate with district administration for HIV and Syphilis screening among pregnant women during her first ANC visit as part of VHND to ensure early screening so as to reduce the transmission chances

· PO to advocate and ensure with the district administration that all PHC provide HIV and Syphilis screening services as FICTC

· PO to advocate with the district administration that all delivery points are providing HIV and Syphilis screening services 24/7 especially those who have not undergone HIV and Syphilis testing earlier.

· PO to advocate and promote HIV screening services offered during PMSMA especially those who are not aware of their HIV status earlier

· PO will advocate with district administration to ensure that pregnant women undergone HIV and Syphilis screening are reported in HMIS and SIMS regularly.

· PO to support the FO in ensuring all the HIV screening facilities reporting in the SIMS and all HPPW are reported under PALS

Implementation of AHANA activities and Capacity building

· PO is responsible for organising District level AHANA activities with support of FO as per guidelines

· PO will sensitize Private Health care providers who are providing ANC (one to one basis) on PPTCT during field visits

· PO to ensure that the FOs have proper understanding of the programme. PO need to orient the FO on AHANA Project guidelines and National PPTCT guidelines developments periodically.

· PO will coordinate training or orientation planned for progress of PPTCT at the district level or any activity suggested through AHANA at the district level need to be facilitated and coordinated by the PO and need to ensure 100% achievement of the expected outcomes. PO to ensure that post training activities are implemented by participants in the field as expected.

Referral and linkages-

· PO to ensure through FO that all single test reactive cases found for HIV and syphilis to be linked with confirmatory facility.

· PO need to ensure that FO follow up with the spouse of HPPW (100%) to undergo HIV testing and other services.

· PO need to ensure that linkage of all HPPW, spouse, elder kids and infant born to

· positive mother to PPTCT services at the earliest through proper planning.

· PO to ensure that all HIV exposed infants undergo EID testing from 42 to 60 days and test results are shared within 75 days from birth.

· PO need to ensure through FO that HPPW and spouse linked TB diagnosis and treatment and family planning services.

· All children born to HIV exposed mother to undergo confirmatory test for HIV at the age of 18 months irrespective of pervious tests.

Reporting

· PO will prepare and submit monthly action plan and report of previous month to PMSR by 5th of every month

· PO will support FO to develop monthly activity and travel plan which will be submitted by 5th of every month as hardcopy using the prescribed Monthly Travel Plan (MTP-FO)

· PO will have at least one 1 to 1 meeting with all FOs of her/his all districts in a month.

· POs will verify and validate reports submitted by FO during her/his field visits with both public and private health facilities.

· PO will analyse and compile all the reports submitted by FO for every month. Feedback on the reports shared to FOs on the quality of the report as well as progress of the project activities.

· PO will compile programme and finance reports of FOs district wise and share with PM-SR, MEO and AAO as per the guidelines

· PO need to ensure that the Monthly and Quarterly report of all the districts prepared and shared with state team within given timeline.

· PO is responsible to share the Monthly progress report of PPTCT (using PMU prescribed format) to District Health administration and District office bearers of FOGSI, IAP, IMA

· PO to ensure that FO maintain and update HPPW line list, CETC file periodically and share as per guidelines.

· PO to undertake any other programme initiative or innovation suggested by state team / according to changes in national guidelines.

· PO will report to Project Manager – SR
