Purpose
CEEW seeks to hire a suitable candidate as a consultant in the domain of climate change to foster supportive and informed discourse and prioritization of climate action among stakeholders in India. The consultant will coordinate the development of a medium-term climate change advocacy strategy for Bihar. The range of inter-related functions that he/she will perform include preparation of the engagement and advocacy strategy on climate in India for the state of Bihar, and its implementation through intensive engagement with major stakeholders on identified priority issues as well as strategic outreach aimed at widening supportive discourse on climate issues in the state and in the country.
Job Duties and Accountabilities
- Take complete ownership of CEEW’s state-level stakeholder engagement (especially with gov’t departments dealing with Energy, Agriculture, Industry, Water-resources, Rural Development, Planning, Environment, Forest and Climate Change) and coordination related to state-level projects of CEEW in Bihar
- To develop the climate change engagement and advocacy strategy for the state of Bihar
- To promote proactive engagement, leadership and partnerships on climate action by key stakeholders
- To engage with relevant stakeholders, represent organisation and attend conferences and sessions, relevant to climate policy
- Provide support with state-specific technical inputs to facilitate comprehensive policy, institutional, and programme analysis.
- Coordinate technical exchanges and communication (point of contact) between the CEEW and the state
- To support outreach and awareness on climate change issues and interventions at the national and state levels, as well as globally
- Plan, organise and manage meetings, consultations, and other events together with the state departments
- Undertake targeted data analysis, prepare minutes of the various engagements and contribute to report writing
- To collect relevant data and information from the identified state departments and assist in CEEW’s energy and climate policy modelling research
- To develop research projects to strengthen and expand the existing programme of research with particular focus on modelling energy demand and supply sectors
- To develop research networks locally, nationally and internationally in support of research programmes
- To present research to key constituencies, advisory bodies, conferences & research institutes
- To travel to project sites, when required, to conduct interviews or collect data for different research projects
- To generate knowledge content – blogs, policy briefs in regular intervals
- Any other support or activities that may be required
Selection Criteria
Education
- Master’s degree in public policy/ Governance / Climate Change / Env. Management/ Development/ Energy Economics/ Agriculture /Natural resource management/food systems/consumer behaviour/ sociology/ anthropology/ international relations/water resources management or any other relevant field
Experience
- 5+ years of relevant work experience in the field of research/consulting, policy engagement and project management, preferably in the area of energy policy, fossil fuels, renewable energy, climate policy, etc.
- Strong track record of project assistance and timely delivery of outputs
- Experience in dealing with public and private institutions

- Ability to conduct techno-economic analysis, cost & benefit analysis, sound knowledge of basic economic principles
- Good written and oral communication skills; Good report writing skills
- Ability to use MS Office application suite including MS Excel
- Strong analytic skills including research skills
- Desirable: Relevant publications in the form of reports, peer-reviewed journals/book chapters
- Candidates with a high degree of comfort with the local language (Hindi) would be preferred
