Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of 150+ experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.
ROLE
The role of the Methane Policy Manager, EU is to develop and advocate for policies that promote methane reduction across sectors in the EU in partnership with CATF’s European advocacy team and collaborating with other CATF programs operating in the Europe. Policy education and advocacy will be primarily conducted at the EU level, but the Policy Manager will also oversee the methane program-related policy activities in member states. Substantive policy work includes monitoring and evaluating existing policies and policy concepts as well as developing new policies, along with planning and executing outreach campaigns together with the relevant CATF teams. It will also include collaboration with allied NGO, business, expert, and government-based stakeholders. Additionally, the policy manager will be expected to cultivate and nurture new opportunities in their region through extensive networking. The Manager will lastly represent CATF in a variety of venues including public forums, conferences, stakeholder meetings, and media events.
Key Functions and Responsibilities:
- Policymaker education and advocacy: Develop and execute strategies relating to education about relevant policy concepts and advocacy to achieve policy outcomes. This will include planning and executing direct communications with public officials in collaboration with the EU government affairs team, as well as leveraging networks of relevant stakeholders from civil society/NGOs, the commercial sector, academia, and other experts.
- Development and assessment of policy: Work with the Methane Pollution Prevention team and other groups on policies that are potentially effective and appropriate for the relevant governmental jurisdiction. Assess the policy and political efficacy of existing or new policy recommendations developed externally to CATF.
- Partnerships: Work directly with other NGOs and coalitions to support methane reduction efforts across sectors at both the EU level as well as the member state level. Help to define and execute CATF’s strategies with partnerships.
- External Communications: Represent CATF with news media and in public forums, meetings, conferences, and workshops. Help develop blogs, reports, white papers, and other forms of content.
- Internal Collaboration: Work with other internal teams within CATF (including, but not limited to the broader European, communications, and development teams) and ensure timely information sharing, collaboration, and support of regional goals.
- Operational support: Support project management across the EU policy area within the Methane Pollution Prevention team.

- BSc/BA is required; MSc/MA or other advanced degree is preferred

Compensation and Location:
This is a full-time, funding-dependent position. CATF offers an excellent benefits package and a competitive salary that is commensurate with experience. The location for this position is flexible within the EU, but with a preference for Brussels due to the level of engagement needed there.
