The state of Bihar has made significant strides over the past decade across the public health facility, outreach, and support system spectrum. Next phase of the technical assistance- Transitioning Techno-Managerial Support to the Government of Bihar (GoB) aims to further the support to the state through an integrated and concerted manner at state and district levels. Primary agenda for the next phase of our technical assistance is to support the health & ICDS program institutions attain self-sufficiency in design and implementation of interventions and systems to achieve intended outcomes. The theory of change for this phase of work rests on 3 key pillars- GoB’s institution building & strengthening, continued techno-managerial support to GoB, and consolidation, integration and transitioning of targeted interventions, activities, and functions to enhance the government’s capacity to sustain and drive the TSU interventions themselves.

Support rendered through Medical Services, Public Health & cross-cutting Health Systems teams is envisioned to help drive the health and ICDS programs to greater effectiveness in attaining maternal & new born health, family planning, nutritional gender intentional and health systems’ strengthening goals all while enhancing the sustainability of current and potential gains.

JOB SUMMARY

The Technical Officer Date & Learning will be responsible for rolling out various pilots and support Govt. data system regarding. S/he will be responsible for timely data collection with quality assurance, data analysis and data presentation. S/he will, as per the need of the program, support the process of presentation / dissemination of findings to TMS, Government counterparts and other partners for program at the State as well as at the district level.

ROLES AND RESPONSIBILITIES

The primary duties and responsibilities will include the following but not be restricted to:

  • Support the Manager-Data & Learning to fulfill the data requirements and analytics for the state and other request from various program areas.
  • Be responsible for rolling out various pilots including data collection with quality assurance, data analysis and data sharing
  • Developing detailed data collection plan: finalizing the instrument, sequencing / clubbing / spacing of data collection through various instruments.
  • Preparation of user-friendly and audience-specific presentation of program data for various stakeholders at the block, district and state level, with a view to effectively and strategically communicate intended message.
  • Be responsible for the analytics for health and ICDS, based on systemic data sources as well as other sources. Identification of crucial and programmatically relevant findings from the analysed results.
  • Respond to different data requests from the GoB.
  • Build the capacity in data skills – for existing system functionaries, as requested.
  • Documentation and dissemination, including knowledge products (for consumption across other programs and projects, nationally and internationally) and policy/strategy briefs for the government programs.
  • Documentation and dissemination of the lessons from Bihar and making them more accessible at the national level and to other states.
  • Travel to various project locations as per need of the project.

QUALIFICATION & EXPERIENCE
Essential:
Master’s in Public Health or Post Graduate in Public Health Management or Masters in Social Sciences/ Rural Management /Development Studies or any equivalent course.
ii) Around five years of progressively responsible professional work experience in providing technical assistance to government programs in implementation,
monitoring and evaluation aspects at state level
Preferred:
  • Experience of working with international development agencies and working in close collaboration with Government functionaries at State or National level.
  • Experience of managing large scale data collection activity with any renowned and honorable organizations / institutions / efforts
