PROJECT DETAILS

Intimate partner violence (IPV) is defined by the World Health Organization (WHO) as: “any behavior within an intimate relationship that causes physical, psychological or sexual harm to those in the relationship.”[1],[2] IPV, experienced by 30% of women and girls globally, is the most common form of violence experienced by women and girls worldwide.[3] A WHO global analysis of clinical study data suggests that the prevalence of IPV during pregnancy in India stands at 28%, the second highest in the world.[4]

Data from the 2016 Married Women of Reproductive Survey in Bihar indicate that 40% of surveyed women reported experiencing any domestic violence during the previous year, with 96% of these instances being perpetrated by an intimate partner.[5] Under the 2005 Protection of Women Against Domestic Violence Act, Family Welfare and Women Development Corporation (WDC) have established short-stay homes for victims of gender-based violence. A 2018 audit by Tata Institute of Social Sciences revealed widespread sexual exploitation and abuse at short-stay homes in locations including Muzaffarpur, Bihar.[6] For block-level medical response within primary health centers, protocols for addressing IPV at the national level exist. Yet few providers at primary health care (PHC) and district health (DH) levels have been trained in the clinical management of cases of IPV and understanding and acceptance of violence as abnormal is lacking. Functionally in Bihar, the existing state-led response to addressing violence against women and girls is weak and faces critical challenges.

Based the focus on two key areas of IPV response phase 1 of the pilot was implemented in 5 blocks of one of the district of Bihar. As per the agreement between GoB and BMGF following activities are planned to scaled up in others district of Bihar

1) capacity/skill building among frontline workers to understand and address IPV

2) improved clinical services and referrals for survivors of IPV for increased access to services.

This project will address primary health care response to intimate partner violence in Bihar through health system preparedness and referral. In addition, the project will employ a social analysis and action (SAA) approach to allow FLWs the space for critical questioning of gender attitudes and norms underlying violence to enable acceptance, identification and referral of IPV. Consultation will occur with Department of Health, ICDS and WDC on current referral pathways to update and formulate a referral mechanism for FLWs and other health providers outlining the basic protocol for case management, key contact and location information for each level of service, and coordination mechanisms.

JOB SUMMARY

The primary duties and responsibilities of the Scale-up Coordinator will include the following but not be restricted to:

  • Scale-up the learning of previous pilot in selected blocks/district of Bihar.
  • Ensure smooth on the-ground implementation of program interventions.
  • Resolve obstacles in real-time for field implementation.
  • Coordinate with other team members to ensure alignment of program with MLE framework.
  • Provide administrative assistance to Manager GBV for program management.
  • Ensure a friendly, professional and learning environment among team.
  • Keep abreast of field realities in terms of staff’s technical knowhow and issues facilitating / hindering program implementation through periodic field visits.
  • Travel up to 70% of the time to the field.
ROLES AND RESPONSIBILITIES

The Scale-up Coordinator will report to the Manager GBV (Scale-up) functionally and the DRU-TL of the District Operationally for day-to-day activities.

S/he will coordinate with other units within CARE’s TSU as well as different government Program officers at state and district levels.

KEY RELATIONSHIPS

Essential:
  • Master’s in social work / Social Science / Public Health with over 1 year of Public Health experience in programs on gender-based violence/ intimate partner violence/ community engagement/ health issues

Preferred:
  • Professional experience in implementing programs to address intimate partner violence within the health system
  • Demonstrated experience of working with NGOs.
  • Own functional laptop

  • Vehicle with valid Driving License.

QUALIFICATION & EXPERIENCE
  • Master’s in Social work / Social Science / Public Health with over 1 year of Public Health experience in programs on gender-based violence/ intimate partner violence/ community engagement/ health issues
