The state of Bihar has made significant strides over the past decade across the public health facility, outreach, and support system spectrum. Next phase of the technical assistance- Transitioning Techno-Managerial Support to the Government of Bihar (GoB) aims to further the support to the state through an integrated and concerted manner at state and district levels. Primary agenda for the next phase of our technical assistance is to support the health & ICDS program institutions attain self-sufficiency in design and implementation of interventions and systems to achieve intended outcomes. The theory of change for this phase of work rests on 3 key pillars- GoB’s institution building & strengthening, continued techno-managerial support to GoB, and consolidation, integration and transitioning of targeted interventions, activities, and functions to enhance the government’s capacity to sustain and drive the TSU interventions themselves.
Support rendered through Medical Services, Public Health & cross-cutting Health Systems teams is envisioned to help drive the health and ICDS programs to greater effectiveness in attaining maternal & new born health, family planning, nutritional gender intentional and health systems’ strengthening goals all while enhancing the sustainability of current and potential gains.
JOB SUMMARY
The District Medical Services Officer will provide assistance as part of the district team and play a critical role in ensuring quality of services provided by all the Block Primary Health Centers, Referral Hospitals including SDH and DH, in her/his concerned districts through Govt. Sector liaising, particularly with the MOICs and Deputy Superintend of District Hospitals. S/he also supports the District Team Lead to liaison with the Civil Surgeon; ACMO and other key district stakeholders for improving the overall care and services at the District Hospitals including the QI and QA processes.
S/he will continuously monitor the availability of resources and the efficiency of all services delivered at the Block PHCs and RHs through the Block Managers. S/he will communicate with the MOIC and the Deputy Superintendent in an ongoing basis regarding the efficiency of the Block PHC, RH, SDH, DH functioning and seek their intervention as and when required.
ROLES AND RESPONSIBILITIES
The primary duties and responsibilities of the District Medical Services Officer will include the following but not be restricted to:
- Be responsible for overall improvement of quality of care and service delivery at all facilities in the district.
- Ensure timely support in establishing Quality Improvement processes, including the integrity of clinical protocols, medical records, data analysis and its usage.
- Imparting hands-on technical support to Health Functionaries particularly at the Facility level, ICDS functionaries as required to strengthen technical content in the outreach function.
- Monitoring the performance of nurses and doctors in facilities in the assigned area, particularly related to maternity, neonatal care, and family planning procedures
- Strengthen clinical documentation and support DTL in strengthening the process for clinical case reviews.
- Involvement in improving measurement of Inputs, Outputs and Outcomes of the CEmONC programme.
- Eventually, responsible for results in the assigned facilities – in terms of clinical outcomes and Quality of Care in facilities, support PHCs in adopting Quality Control guidelines
- Support the facility staff for quality improvement work and preparedness for various QA certifications.
- Work closely with DHS and colleagues in the district to develop training strategies for functionaries of government programs at all levels, particularly for areas within the mandate of the state.
- Liaison with the facility staff on the field working in close co-ordination with the district team.

QUALIFICATION & EXPERIENCE
Essential:
- Medical graduate in allopathy or AYUSH /BDS with minimum of 3 years’ experience in Public Health/Facility
OR
- Medical graduate in allopathy or AYUSH/BDS with post graduate degree/diploma Public Health/ Hospital & Health Management
OR
- BSc Nursing with minimum 2 years’ experience post BSc / Basic in clinical or mentoring or monitoring mentoring work.
OR
- MSC Nursing
- Fluency in English and Hindi is essential.
Preferred:
2 years of Experience of working in close collaboration with Government functionaries.
