Project Background
“In the next phase of, TSU will target people within the system with range of different types of intervention, to shape leadership and governance, build technical/managerial/data skills, co-design tools, processes, pilots with them, hardwire research into the core decision making processes, use measurement increasingly as a mirror and learning intervention, and draw on the wealth of experience accumulating with the team on the ground to inform policy making and strategy design.” As a part of the agreement between GoB and BMGF, Bihar TSU has established District Resource Unit (DRU) in all the districts to provide technical support at district level. The DRU would function as a Platform to enable structured delivering of program intervention and ensure that there is alignment with government priorities.
Concurrent Measurement and Learning Unit (CML) under TSU, designs and puts in place processes to generate and analyse outcome and process data on community and facility level services at scale. Along with Reproductive Health, Maternal, New born and Child and Adolescent Health and Nutrition, the CML cell will also focus on generation and sharing of data related to Kala Azar / VL (Visceral Leishmaniasis). CML Unit also plays a critical role in the capacity building of program team and Government counterparts on data driven decision making.

Key Responsibilities
- Support the overall CML processes related to VL (specifically design, analysis and reporting of the processes assigned to them).
- Run analyses on available data sets to generate hypotheses that can be tested, with a focus on factors that explain patterns in disease incidence.
- Undertake systematic literature reviews to help generate hypotheses or to help design studies related to the disease as well as vector.
- Undertake field visits in VL affected areas to gather all relevant understanding and develop new hypothesis/studies for supporting elimination efforts.
- Coordinate the operations of Entomological sites with Entomological Surveillance officers and ensure efficient functioning of the sites.
- Travel within or beyond VL affected areas as required to gather and/or verify data for 30% of the time.
- Contribute to documentation and dissemination of analyses and lessons appropriately.
- Pay meticulous attention to detail and quality in all actions.
- Work closely with the rest of the team and ensure that the wide range of wisdom and experience within the team is fairly captured and crystallised.
Qualification & Experience
Essential:
- Master’s in Public Health / Post Graduate in Public Health Management / Master’s in social sciences / Masters in Rural Management / Master’s in development studies / any equivalent course.
- 3-5 years of professional experience in monitoring and evaluation or research.
Preferable:
- Familiarity with VL programs and data
Skills & Competencies
- Demonstrated ability to organize, interpret and analyse public health program data.
- Ability to design data collection tools and gather primary data using quantitative and qualitative techniques.
- Proficiency in MS Office Software package and internet use: knowledge of website management and/or desktop publishing software.
- Knowledge of GIS software.
- Familiarity with CS Pro, Epi-info, QGIS/Arc-GIS, SPSS, SAS, Stata and ATLAS-TI.
- Demonstrated ability to read and interpret published public health literature, particularly related to communicable disease.
- Demonstrated ability to objectively analyse data and describe patterns.
- Demonstrated numerical data visualization skills.
- Demonstrated scientific writing skills.
- Willing to travel to the project areas. (30%)
