PSI India will be implementing the roll out of New contraceptive program which is in line with the
Government of India’s strategic priorities. The two new contraceptives, MPA-SC (Medroxy Progesterone
Acetate-Subcutaneous Injectable Contraceptive) and Implant (single rod- Etonogestrel containing –
Implanon NXT), are being introduced in Bihar, which is one among the 10 states selected for this
introduction in India. In Bihar, PSI (Population Services International) India will be the technical support,
lead and facilitate the controlled launch of these contraceptives in four districts (two for MPA SC and
two for Implants). The program will focus on the rollout of implants in Patna and Bhagalpur districts, with
a focus on medical provider providing the implants in district level hospitals and introduction of MPA-SC
in Munger and Sheikhpura districts across health-facilities. The overall focus of rolling out of two different
contraceptives within two districts each will be to develop two distinct feasible scalable service delivery
models for the state and inform state for expansion and scale up in the entire state.
A. DUTIES AND RESPONSIBILITIES:
The position will be based at State Health Society FP division and require close coordination and
advocacy with respective State Program Officer for implementation and roll out of newer
contraceptives.
Provide Technical support to State and District FP Nodal officials and other city health officials to
develop the training plan for smooth execution of the plan in intervention districts.
Facilitate coaching and mentoring sessions for district health officials by facilitating issuance of
directives and guidelines from state health officials for roll out of trainings.
Support NHM state and district government officials for organizing TOT and orientations at the state
and district level and sensitization of frontline workers with support from Program lead and Manager
Program implementation.
Conduct regular district visits to observe implementation of newer contraceptives, identify gaps and
address challenges by tabling them with State program officer and District Health officials.
Collaborate with state and district family planning logistics officers to ensure a smooth supply chain
for both new and existing contraceptives in the state.
Make frequent visits to CHCs and district Hospitals to provide on-the-job coaching and mentoring to
health functionaries regarding the use of newer contraceptives.
Prepare field visit reports and share observations with the state and districts health official to seek
their support and guidance in addressing any identified gaps.
Participate in City Coordination meetings, Private Interface Meetings, DHS, and State Health Society
meetings.
Close coordination with the Senior Manager Implementation and support team to ensure timely
execution of project activities and reporting of data.
Plan, organize, and participate in monthly and quarterly meetings with state and city NHM
leadership teams to discuss the status of project implementation.
Conduct quality checks on the data submitted by city leads regarding program processes and activity
reporting.
Develop and maintain city-specific work plans and ensure compliance with the designated timelines.
Conduct a needs assessment/gap assessment of program activities.
Any other task assigned by the organization and supervisor has to be accomplished.
QUALIFICATION AND EXPERIENCE:
• MBBS with DGO/MD (Obgyn) with 8 – 12 years of experience in implementation and roll out
of Family Planning program.
• Knowledge and experience of working with state government preferably on FP projects.
• At least 3-4 years of experience of managing field operations at district level.
C. SKILLS:
• Leadership ability, including the capacity to set and manage accountability of self and others.
• Ability to communicate clearly and concisely, orally and in writing in English and Hindi and to
make effective presentations to the communication team.QUALIFICATION AND EXPERIENCE:
