The state of Bihar has made significant strides over the past decade across the public health facility, outreach, and support system spectrum. Next phase of the technical assistance- Transitioning Techno-Managerial Support to the Government of Bihar (GoB) aims to further the support to the state through an integrated and concerted manner at state and district levels. Primary agenda for the next phase of our technical assistance is to support the health & ICDS program institutions attain self-sufficiency in design and implementation of interventions and systems to achieve intended outcomes. The theory of change for this phase of work rests on 3 key pillars- GoB’s institution building & strengthening, continued techno-managerial support to GoB, and consolidation, integration and transitioning of targeted interventions, activities, and functions to enhance the government’s capacity to sustain and drive the TSU interventions themselves.
Support rendered through Medical Services, Public Health & cross-cutting Health Systems teams is envisioned to help drive the health and ICDS programs to greater effectiveness in attaining maternal & new born health, family planning, nutritional gender intentional and health systems’ strengthening goals all while enhancing the sustainability of current and potential gains.
Specialist Data & Learning will be responsible for detailed interpretation of the data collected through all CML processes and appropriate dissemination of findings, especially scientific dissemination to meet the requirements of all internal and external relevant stakeholders.
Overall Leadership:
- To lead the overall CML processes (specifically design, analysis and reporting of the processes assigned to them)
- To be accountable for success of CML, specifically, in terms of efficiency, quality and timeliness of the CML processes
People Leadership and Management:
- To effectively line manage the team of reportee and ensure their effectiveness and efficiency
- To effectively coordinate with the operation team members of assigned districts for promoting their urge to constantly innovate new strategies and approaches for increasing efficiency of entire CML operations – data collection, logistics, cleaning and collation.
Operational Leadership, Management and Capacity Building:
To supervise/guide data entry process, manage data entry personnel and manage /guide data analysts.- To ensure all the data collectors and data quality assurance supervisors and any other consultant involved in data collection are adequately trained on each relevant component of the CML – on methodology and tools, ensuring timely refreshers as and when required, ensuring add-on / supplementary trainings whenever any component is added or modified, ensuring sub-group / individual trainings whenever there is turnover and a new person joins.
- To ensure maximum efficiency of data collection in the district by supporting each Coordinator to smartly manage task allocation
- To support Coordinators in preparing efficient operational plan, travel plan and logistic plan for each of the team members.
- To help establish strong monitoring plan to monitor per day per person output.
- To ensure quality of data by ensuring that Coordinators conduct sufficient back-checks, spot-checks and rigorous data editing.
- To routinely monitor the back-checks by Coordinators. And also ensure that State members are regularly monitoring quality of data in all the assigned districts.
- To identify training need and provide adequate support in building capacity of district and block-level staff by on-the-job training, classroom trainings and hand-holding.
- To ensure high-level of adherence to the data collection protocol.
- To ensure completion of agreed task of data collection within timeline.
- Ensuring data collection adheres to ethical guidelines, political requirements and organizational values.
Data Analysis, preparing slide decks and presenting study findings
- To conduct descriptive analysis of the collected data
- To conduct advanced analysis of the collected data as and when required
- Preparing slide-decks and reports on findings of the study
- Presenting study findings to different partners and stakeholders
Other Responsibilities
- To support management of MIS for the entire program
- To support analysis of all the data generated
- To support generation of adequate and timely data for submission to donor and Government as and when required
- Report to Expert-Data & Learning
- Coordinate with other team members in PHS team, Health System & Data teams
- Oversee other on-roll and consultants in the data & learning team
- Coordinate with Government counterparts and Partners for data needs & dissemination
Essential:
- Masters Degree in Management / Public Health / Social Sciences or other relevant discipline
- Over 8 years of progressively responsible professional experience (preferably, in junior to middle management level) in Public Health Program or Social Research
Preferred:
- Demonstrated experience of managing large-scale surveys / data collection initiatives in Maternal and Child Health domain
- Demonstrated experience of managing data quality in a large-scale survey / data collection initiative
- Demonstrated experience and ability to handle large data set – cleaning, managing and basic analysis
- Hands-on knowledge of applied statistics
- Demonstrated expertise in research or program planning and implementation
- Exposure about the Government systems and their style of working
