IPEL Brief and Position Summary
The IPEL (India Partnership for Early Learning) project, supported by USAID, is a consortium of four organizations (CARE India, Room to Read, KPMG and CSF), each bringing its own expertise to achieve the target stated in NEP 2020 (ensuring that all learners in Grade 3 achieve FLN by 2025). The IPEL team at CSF supports the states of Uttar Pradesh, Bihar, Jharkhand and the Municipal Corporation of Delhi to design and implement their state FLN missions as part of the national NIPUN Bharat Mission. We act as catalysts to support the initiatives, schemes and programmes of the state governments towards ensuring all children achieve foundational literacy and numeracy skills by Grade 3 so that they make the successful shift from ‘learning to read’ to ‘reading to learn’.
CSF is looking for a Team Lead who would be managing and guiding a team of 8 field associates in JH state. The Team Lead will be responsible for ensuring that the workstreams and the interventions get activated in the selected districts and guides the field associates in implementing the same. The team lead will also be responsible for collating the feedback and learnings from the ground to the IPEL central team. The role will report to the Senior Program Manager in Delhi.
This is a 1 year contractual position extendable based on project needs.
Key responsibilities include, but are not limited to:
- Support the state government in working towards and achieving milestones outlined in NIPUN Bharat and IPEL project.
- Direct and indirect engagement with senior political, bureaucratic, and education leaders in the states to ensure alignment, focus, and action on achieving FLN mission goals.
- Ensuring the work streams and interventions get activated in the selected districts and get implemented in consultation with stakeholders.
- Setting up institutions at the district level and ensuring their FLN compliance.
- Lead and guide a team of 8 Project Associates and manage their work and performance.
- Support associates in rolling out state FLN monitoring system for the selected districts and monitor the process and systems to track progress.
- Support the associates in rolling out School Based Assessments in the selected districts as per the annual work plan.
- Setting up processes for reliable data collection from schools and BRC/CRC/teachers/mentors.
- Continuous program monitoring and reporting to key stakeholders through insights from the state FLN monitoring system.
- Support capacity-building activities including workshops and learning modules for different stakeholders.
- Document the best practices from the districts to be able to scale up for the rest of the districts in the state.
- Support district-level governance strengthening for FLN.
- Support and work closely with PM- Assessments, PM-Reporting and technology, PM-Policy & communication and Community engagement in the state
Required Qualifications, Skills and Abilities:
- Strong academic background from a reputed institute with a Bachelor’s / Master’s degree (preferred) in social sciences, management etc.
- 6-10 years of hands-on field level experience on implementing social sector projects with state governments for an education corporation or not for profit.
- Should have successfully led a team of field associates
- Experience of managing diverse and senior stakeholders in the state such as State Project Directors, Directors, Academicians, Consultants, NGOs etc.
- Strong action-bias, influencing & communication skills – ability to synthesize technical insights into actionable program agendas, facilitate conflicting points of view, drive collective decision-making
- Excellent people and project delivery skills, including ability to drive execution, manage multiple work streams at a time and maturity to influence multiple internal and external stakeholders
- Entrepreneurial spirit and ‘can-do’ attitude & hands-on operating style suited to working in a small organization setting, where teamwork and resourcefulness are highly valued
- Willingness to adapt to dynamic nature of work and travel
Compensation
Remuneration will be competitive with Indian philanthropy pay scales and will depend upon the candidate’s experience levels.
